It does sound like Sam's work. It's certainly got the 3 Rs of the the Sauvie Island Bridge plan: Recycling, Repurposing and Ridiculous.

It is surprising the twins haven’t come up with some type of a costly idea to make the dock into a floating bicycle barge.

Yes...it is an incredibly stupid idea but The Simpsons thought of it first (opening scene of the movie). That means we can expect that any day now SamRand Inc will be trotting this idea out.

I heard Sam's plan is to just plunk the thing down on the lawn.
By the way, if you think the Simpsons thought of the idea of a floating sound stage, google, "Wind Symphony Tours on Floating Soundstage" from 25 years ago.
Personally, I'd also count the Sex Pistols famous performance of "God Save the Queen" on a barge in the Thames during the Queen's Silver Jubilee celebration.
