Portland bureaucracy on parade

If you weren't convinced that the City of Portland's outmoded form of government is nuts, take a look at this. How many hours were wasted having the city permit bureau send a "violations notice" to the city parks bureau over Occupy Portland? It's basically the city threatening to fine itself. Such insanity! Only in Portlandia -- where City Hall is like a clown car.

Its called the full employment act passed by City Council in 2010.

Next up, dig-a-hole and fill-a-hole jobs, twice the headcount!

BTW - Look at the letter. The address was precious:

Dear Occupy Portland Participants

Good luck getting a lien/judgment against that person.

Perhaps they are simply laying the legal ground work (and political cover) for the coming forcible eviction.

For Pete's sake, how could a memo by one city agency to another have any legal effect or score any political points?

You need to think like a career desk jockey. If you write a memo that says someone else is to blame then your butt is covered. This is a classic CYA move. The proper response will be a flurry of CYA moves by the other departments. No action will be taken of course, but action requires courage and Sam doesn't allow that on his watch.
