Portland is fast becoming an adult playground on which children get sand kicked in their faces.

I meant dirt, not sand.

In trying to be constructive, one has to put the correct spin on the eco-roof requirement to have a qualified eco-roof "project manager".

This is one of Sam's and councils "job creation initiatives". You'll notice that all the added programs, zoning requirements, sustainable programs, stormwater management program, energy conservation programs, etc. requires the use of "experts". A little like Sam hiring senior aids that have no experience or degrees in the field they advise.

Even an architect or civil engineer isn't qualified to administer any of these programs. It is CoP's method for creating the full employment consultant program.

If Merritt "let them eat cake" Paulson gets his $100 million, I'm sure he'd be willing to let the kids use HIS soccer field in the off season.

But why shouldn't Portland blow that money on eco-roofs? How else will the city get all of those ridiculously obsequious write-ups in the New York Times?
