A new tort cap for OHSU

Finally, the folks in Salem are getting the idea.

I would still stay away from Pill Hill except where I needed something that only they can do. Give me a facility with real malpractice insurance, thanks.

And maybe they ought to refer this one to the voters, just so that everybody knows where we are going to stand.
