Here's an interesting sequence of events: Friday morning, we posted a City of Portland update of its solicitation of bids for a new debt collection agency. Part of the update was as follows:
1.2 Q: When is the anticipated contract award date?An alert reader called the city out on that one:
A: Notice of Intent to award is expected approximately Jul 23rd, 20081.3 Q: When is the anticipated contract start date?
A: Contract Start date is expected to be retroactive to July 1, 2008
How can you award 7/23 and be "retroactive" to 7/1 unless you intend to award to the incumbent?A darn good question, and apparently it was what caused the city to issue yet another amendment on Friday afternoon:
Q: When is the anticipated contract start date?It will be interesting to see whether the incumbent contractor, Active Credit, gets the new deal.
A: Contract Start date is expected to be on approximately August 1, 2008

While I applaud you and your reader's work in closing watching the financial dealings and fine print of city hall, PDC and other governmental institutions, it's a sign of the times that unpaid bloggers and citizens can find this stuff out better than a reporter with the Oregonian, let alone network television/alt-weeklies. Without that fourth estate, where are we going to be in twenty years?

Newspapers are reeling. Many are no doubt on their last legs. It's scary.

The problem of course is that even a blogger as deicated as Jack can only cover a small part of City government. I am somewhat comforted by the fact that the newspaper industry has been shrinking since the spread of radio and hasn't gone completely out of business yet. Though I would morn the demise of the print paper I do get much of my information online now.
