More on that City of Portland collection agency contract
We blogged yesterday about the City of Portland being in the market for a collection agency. Today the city posted some additional information about that deal. Readers who found yesterday's news of interest may also appreciate this:

Well folks, you see there's a problem.
The city is having a tough time collecting LID and Property Tax payments in SoWa making it tough for the PDC to make there Urban Renewal/TIF debt service payments.
The agency also relies upon that debt service to allow more borrowing to pay it's own payrol and agency bills.
That's how the PDC is funded and why the management/staff will never come clean on how bad there "investments" and budgets are. There own jobs are on the line.
They need to keep the schemes and scams going to support their own careers.
The PDC is a bloated jobs program far more than most other agencies.

How can you award 7/23 and be "retroactive" to 7/1 unless you intend to award to the incumbent?
