Seriously, it's about time, but expect the whole program to get shut down the moment someone connected to Sam the Tram gets hit with a huge overdue bill that they need to pay right then. This is going to get a lot of the little folks, but the people who really owe money to the city? Forget it.

Good, other Cities do this as well. Collection of past due bills has been an unreported scandal for decades. (And I do mean decades.)
