My experience was with a US cruise line that did not allow adult beverages on board but did five inch guns and nuclear tipped anti submarine rockets. So if he did not have "command", why did he order manual navigation? All he had to do was say (in an Italian fashion of course) I have the deck and the conn. All engines back emergency!
