My statistics teacher would give me an "F" if he caught me manipulating the numerator and denominator in order to make a ratio to fit the desired result.
You need only to see recent U.S. Dept of Labor Statistics manipulate the labor "pool" numbers. We can look forward to much more of this deceit at all levels of government in the future.

So a guy walks into a school board meeting and on the wall is the school district Mission Statement: "To ensure for students a relavant education."
