Blame the greatest generation. They have been cleaning up WWII era waste for 60 years. The new process being built for use has been around since the late 70's but constant budget cuts have slowed the clean-up and development of the tech. No one likes the waste. Other things that suck include; famine, war, poverty, and the crusty coating that cheese gets when it has been left out. All are bad however at this point I do not see another avenue beside what they have been trying to do since I grew-up there.
