Does Sizemore think jail is a bed and breakfast option or a punishment? Does he realize that there are people who commit petty crimes to get sent back to jail because it's one way they know to get 3 squares and a roof over their heads (and that's a sad commentary on the plight of homeless shelters).

The number of people trying to get into jail for shelter is tiny. In 25 yrs in law enforcement (18 spent in a patrol car) only one person ever asked me to take him to jail for shelter. And that was during a january ice storm.
In the mid-90's the state and local corrections systems went tobacco free. After the change, I can't remember how many arrestees told me the worst thing about jail was not being able to smoke.
More than any policy enacted in the last 25 years, people really seemed to want to avoid jail because they couldn't get their cigarettes.
The quality of the food seemed to be taken as a given, like airline or food in the military.
If Sizemore doesn't like the food, he should not cheat on his taxes.

You got me there, having had my application to the SADF rejected in'79 for reasons of citizenship, I never managed to make it there. Lucky it was then and not now, they would have just shot you. The crime stats there are pretty ugly since the ANC took over.
