The Legend seems to say as much here. He can now return to his full reclining position.

I interpret that as a sign of intelligence. Who would want to be mayor here? With all the back-room deals and string pulling that goes on around this place, whoever is mayor might as well have big red shoes, nose, hair and wear a polka-dot suit. The mayor is the sock puppet on the hand that distracts you while the other hand slips quietly into your purse or back pocket.
