Since DC implemented the bag tax, I've stopped running midday shopping errands in the District, running them later across the river. Maybe that helps to explain not only why bag tax receipts are less than expected but also why DC sales tax receipts are down as well. There are so many ways to not support streetcars that I can hardly help myself.
