Here's a Portland comedy classic: Our spendthrift mayor, who never saw a bioswale, bike path, soccer stadium, or streetcar that he didn't like, is suddenly on an austerity kick.
It must be time to budget for essential services.

Beware CoP selling its precious water system to privatization pirates for discounted today cash, selling out a secure, affordable, clean, safe drinking water future for Portland. The shopping spree for the liquidation sale of other public prizes is likely underway, too. For the children, of course. Go by runaway debt vehicle!

Besides Sam dipping his hands into the water/sewer funds, he'll probably float again his $450 Million dollar Transportation Tax so he can siphon that to cover his poor budget planning and fulfill his Trike Dreams.
