Why is there no stimulus for this?

Once this is done, it won't be undone. Get used to a significant decrease in your level of service.

Its a matter of priorities. We dont NEED the trains, we do need the police.
Actually, more police ON the trains, ironically.

Is that even possible? PPB is pretty much at the bottom on the barrel now.

Fewer precincts means fewer administrators. The O endorsed the idea:
"In return [for the precinct merger], the community would get 21 more officers on the streets. The real trade-off, then, is officers for offices. We'd like to have both, and both boost the perception of safety. But if the city must choose, then choosing patrol officers is the way to go.

Your bottom of the barrel perception is not reality compared to most comparable size police departments. If you have an emergency, a cop will be there in 4-5 minutes, 99% of the time. If you have a non-emergency call but need a cop, you will have a cop within 60 minutes most of the time. The statement that response times will not be compromised by this change is hard for me to believe, simply because sometimes officers have to go back to the home base (precinct) for something, and if the home base is miles farther away from the district they are working, it will take longer to get back.
