This guy has been covering this story quite well, with lots of good information and sources, and he's kind of wondering the same thing I am: Why the excessive penalty? There was NO downtime for any City of SF service, as originally reported, and he's by far the most qualified guy to handle changes to their really complicated network. As an IT guy who has had to spend hours that I don't have to fix other folks' screw-ups on a fairly regular basis, I partly can understand where he's coming from.
Does that mean I agree with what he did? No way. But that doesn't mean I don't feel his pain.

And there's the most recent example of this with the IT guy in Liechtenstein who downloaded and sold the list of American clients to the IRS who were hiding their money there. Although not exactly the same, it demonstrates the power those folks have in most organizations.
