Another extension for Water Bureau appraisal bid

I wish I could be a fly on the wall to hear what's really going on with this little caper.

Just like the "old familiar time-the-bad-news-for-around-the-holidays trick", water was counting on simultaneous use of the "get-it-passed-when-nobody-is-looking" trick. With 4 extensions (read: rewrites)this one didn't make it through.

The drain is clogged, as it were.

I don't have any insight on what's really going on, but with the project manager they've got listed I can't see any good outcomes.

Whichever firm had the fix put on to rig things in their favor, didn't deliver on time. Now it's been noticed, and the bureau has to stir the pot to make it appear to be a fair, arms-length transaction.
