So how exactly are we going to be any wiser when they finally release results of that PPD internal investigation? After all it's just an internal investigation so the results are not that hard to predict.
Also expecting Potter to single-handedly solve the problem that most cities find unsolvable is a bit too naive. This is still a democracy and mayors do not have arbitrary powers you sometimes wish they had.
So what can be done to really address the issue? Some suggestions:
a) change the rules so a civilian can be hired to run the police department on a US Defense Department model that served this country so well so far.
b) dump Sizer. As Kroeker and Foxworth she is unable to recognize that they have a problem with PPB habitually harboring killers, thugs and fornicators in its midst. W/o that recognition nothing will ever change as nothing has changed after Kendra.
c) hire a civilian strongly committed to cleaning the place once and for all with emergency, union bypassing, powers to terminate employment of any cop whose presence on the "force" in his/her sole judgment poses danger to the safety of the public.
All that is clearly within Mayor powers but whether anything will be done will likely depend on the nature of what's in those files the FBI keeps on him (remember agent Jordan!). Those files were likely compiled with active participation of some in the police bureau.
Unfortunately it appears they have him by his balls here.

There are other issues, the most burning of which is the manifest inability of the official legal system to prosecute these kinds of crimes.
DA Schrunk standard method is to use grand juries to block any prosecutions. Clearly Schrunk needs to be replaced if any progress is to be made.
Also serious consideration should be to given to abolishing grand juries. Grand juries are extremely unreliable which is why they are not used anywhere in the world (including their medieval originator England) and why most states did away with them long time ago. They are kept on the federal level primarily because of the FBI need for an effective tool to coerce people to reveal information, and because there are handy if the government wants to get even with somebody or if they want to block a prosecution of somebody. The sad truth is that in the hands of an intelligent DA you can indict anybody with them and likewise can legally whitewash anything.
Unfortunately neither Schrunk or grand juries are within Portland City Council jurisdiction.

There is a possibility that a civil action could bring some resolution in this sad case but given the almost complete alitolization of judiciary after one Reagan and two Bushes (judges who consider preserving the state powers far more important than protecting citizenry from the abuse of such) the chances are small.
