Tort claims against the city or multnomah county are routinely settled for $5,000 as that is the supposed threshold for the city/county atty's office authority without having to go to the council/commission. It is a nuisance value settlement. Claims against Sery may mean something but the mere fact that the city paid 5K does not mean the claim would have been sustained by a jury.
