Given the monochromatic composition of the hardcore biker crowd, it's not surprising that this nut essentially announced to the world that he thinks "all Asians look the same!"
Maybe this will spur this crowd into forming a panel for some "conversation" about "equity"

Sunday saw the inaugural launch of a new league of tactical urbanists calling themselves VELOPROVO. Taken from the Dutch words for ‘bicycle’ and ‘provocateur’, the group has formed in response to big money interests pushing auto-centric infrastructure, and due to the ineffectiveness of compromised “nonprofit” franchises who no longer fight for livable streets. Inspired by the Dutch anarchist Provo movement, yesterday, activists took to the streets to challenge the ‘tyranny of pollution‘ that the ‘capitalist automobile’ has wrought upon urban space.

Referenced was the English ‘Diggers Rebellion’ of 1649, where thousands of agrarian communist farmers revolted against the state acquisition of public lands by “illegally” planting crops on the grounds of Saint George’s Hill in protest. The rebellion was violently put down by the King’s army.
Three-hundred sixty four years later and half a world away, the bicycling radicals of Veloprovo planted broccoli shoots and sunflower seeds next to the freeway on ODOT property in an act of rebellion against pollution, against globalized export economies, and against car-dominated concrete barriers to the banks of the Willamette river.
Despite predictable complaints from Portland’s bourgeois liberal bike community, the launch ride of Veloprovo was a peaceful, empowering success – and is surely a positive sign of future direct actions to follow.

Sometimes I think our city has been selected to be the shiny bauble of inconsequence meant to attract "radicals" and give them a sense of self-importance, while keeping them out of the way and under observation... sort of like a pest trap.
I wonder what these idiots will do when they get old, and their knees give out, and they need evil capitalist cars for transportation...to the hospital or care center?
Or maybe someone in a large SUV will put them out of their misery.
Portland Native, I suspect you just answered Mr. Grumpy's comment and vice versa. It certainly helps explain the amount of Portland Polite whining you hear when anyone dares question how things are run in the city. "I'm up to my armpits in glue in a sticky trap by CHOICE! If you don't like it, YOU move!"
I've found the only people overly (and wrongly) concerned that an out of uniform police officer is nearby are THOSE THAT ROUTINELY AND BLATANTLY BREAK THE LAW.
Is there any reason to think differently in this case?
ltjd - Perhaps if you tried actual political activism, instead of simply reading about politics, you might have the authorities take interest in you, too.
For example, I've had cops threaten to kill me, been hit and beaten, had guns pointed at me, followed around, and all sorts of other unpleasant stuff. What did I do? I'm a veteran, I work with veterans, and I talk about how the wars are illegal. Four of my friends have been DOD and FBI informants in five years. I'm a Constitution-loving libertarian, I don't even j-walk, never been arrested and have one speeding ticket from when I was 20. I'm sorry that you're unable to see how a fascist security state has engulfed our nation. The PPB have paid informants to spy on non-violent and non-criminal political groups for nearly 100 years now.
Well, Portland Native, I'm old, my knees have given out, and I still bike -- 30 miles and 3500 feet of climbing today, for example. But I thank you for the reminder, provided by your comment, that we have a renewable and enduring supply of idiots.

So SOMETHING YOU are doing (and I am not) is being construed as threatening.
