It's easy to tell when Portland killer cops are in the wrong
When they gun someone down in what they feel is an obviously justified case, the public gets the extensive official lowdown in 12 hours or less. When they kill someone they shouldn't have, it takes a lot longer.

The press story closed with:
"Portland Police Chief Mike Reese is out of town, on his second police-related trip to Bangladesh."
What gives? Reese's second such trip to Bangladesh?
Is one to assume that the Bangladeshi governance structure is seeking repeated coaching sessions relative to buffered bike lanes, empty WES trains, or non-functioning lightrail doors?
Go figure...

Bangladesh? Seriously?
Is there any oversight in Portland at all regarding spending?
What essential police business is conducted in Bangladesh? Evaluating 911 call centers?
As for Victor...there are plenty of good people in PPB. Alas, it only takes one to tarnish the reputation of the entire department. I've met many of the good ones, and have a friend who serves as an unpaid reserve officer.

Mike, we really shouldn't feed the trolls -- Especially since "Victor" is likely an academy wash-out who couldn't become one of the many excellent officers... nor even cut it as one of the very few scoundrels in the PPB.

Is nobody paying attention? PPB has had a partnership with Bangladesh for police training for over a year now. Travel costs are covered by the US State Department, personnel costs are covered by the Police Bureau. There has been no effort to conceal it and there have been at least a couple of news conferences/press releases. You can question whether it is a good use of police time or not, but it isn't exactly a boondoggle. One goal is that it is supposed to make Portland officers have some small understanding of what it is like to be a minority in an unfamiliar culture. Has it been working? Who knows?

Most NBA teams have short term runs and slumps during the typical season.
Likewise, the PPB is currently in a short run (two) of apparently justified uses of deadly force. No one objects to shooting to kill a person firing a shotgun at you.
But one must expect the systemic problems within the Bureau to result in more indefensible uses of force. Has the city earned a reputation as a good place to get yourself killed by the cops? Each of these last two guys were from out of town.
Also, is it wise to have the chief of police out of town on a business trip for three weeks??
