In Washington County, a change of plans

The county out to Portland's immediate west is borrowing about $19.2 million this week, refinancing older debt. But the original plan was to borrow about another $1.4 million on top of that, and for some reason that additional borrowing was dropped. Does anybody out there know what happened?
