The new mayor and City Council majority in Portland's toney southern 'burb are wasting no time ripping out the previous administration's handiwork by the roots. And the remnants of the old regime don't sound too happy about it. They've got process complaints -- the first in what will likely be a long string of such bleats over the next few years.
