I suspect the City will have a watering crew of two and a large tank truck established to keep them green and healthy for the next five years or more.

Abe, you're kidding, right? The property owner has full responsibity for the maintenance of the trees, but absolutely no say about the trees once planted.

Property owner? Those look to be in public right-of-way. It looks like a PDoT property.
