Naughty, naughty PacifiCorp
A reader sends along this document, which shows that our friendly neighborhood electric company has allegedly run afoul of some of the federal laws under which it operates. According to the regulators in D.C., the offenses were --
granting transmission access to customers who had not properly reserved or paid for that transmission via the Open Access Same-Time Information System (OASIS) website [and] failing to identify and penalize unreserved use of transmission on its system.
Sounds pretty sinister. Does that mean that we customers are paying more than we're supposed to be? And who got the free ride?

OMG they didn't invoice another utility for using time on their transmission lines, didn't go after the culprit, and MORE importantly PP&L didn't assess or pay the excise taxes due associated with that use.

"granting transmission access to customers
who had not properly reserved or paid for that transmission via the Open Access Same-time Information System (OASIS) website. In addition, staff alleges that PacifiCorp violated the requirements of Schedule 11 of its OATT by failing to identify and penalize unreserved use of transmission on its system." It's not that they didn't charge them it's that they did not do it via OASIS.It's a system that is supposed to show everyone what is available and when capacity is available as far as transmission access.

If only there were three strikes you're out for corporations; hey, they are people too! This may be FERC's third major fine against this "person". All people should should be treated equally under the law.
