City credit cards: What could go wrong?

Naw. Jack, that's crazy talk. Next thing you know, you'll accuse bureaucrats of hiring their children instead of actual qualified applicants. Oh, wait.

Did you catch the one where an ICE official worked a scam to the tune of $500K ?
When ICE personnel would travel to the DC area they would stay at his house instead of a hotel. He would then give them a fake receipt for a hotel and the traveler would file for reeinbursment and give the official a percentage as a kickback.

I seem to recall that Metro had some problems in the same area.
