"Throw the book at the Ducks"
Here's a writer who predicts that the U.C. Nike football team will get out of its current recruiting scandal with a slap on the wrist -- and who argues that the penalties should be more severe than that.

Why not just shut down the entire University of Oregon?

The precedents seem to focus on wether a given violation resulted in a competitive advantage. Seastrunk didn't play a single down for the Ducks hence the likelihood that probation will be the resulting punishment.

This is a good example of what is often referred to as 'the equation.' Is the risk of being caught and the likely penalty outweighed by the benefit?
If your goal is to win and you ignore any misguided notions of air play the course of action is clear.

You would think that all of the whining and Duck hating would just eventually die away but Duck hating is so fun for so many. God knows no other college has alumni supporting its team, nor has deals with athletic companies or violates the arcane and idiotic rules of the NCAA. Let's just all feel good about ourselves and sneer at the U of O.
