Definite charrette material

If Lake Oswego ever does get a streetcar, it might be a good idea for it to have kayak racks.

I like to think I'm reasonably well educated, but what is a "charrette" and how is it used in context? Wikipedia was not helpful (clearly it's Friday and yes, I have better things to do).
