Interesting, but yet another example of using government to beat you over the head to behave the way someone else wants you to. Afterall, you're not an adult and you can't be trusted to act in your own best interest, we HAVE to make sure you behave the way WE want you to.
Look you want to use reusable bags, good for you, do it. You want to use paper bags, good for you, do it. You want to use plastic bags, okay, so what, you are an adult, you've heard all the arguments for and against it - make your own choice; quit taking away my choices.
