My bet is he had some polling that showed he was unelectable.

Well, he has been apologizing left and right of late. So he's aware that he's perceived as a screw-up.
Add that to other possible perceptions...
"Hey, Rogoway. How's about you pony up a little cash toward my mayoral run? I mean, you got a nice little shop, there. Be a shame of somethin' was to happen."

I wonder if this means that the feds will be releasing their findings in the federal probe of the PPB soon.
