Help wanted -- must be able to look other way
The City of Portland is formally advertising for a new ombudsman. Unlike the old ombudsman, this one can be fired at any time. But they want someone with "a high degree of neutrality and independence." That's quite a cocktail.

It's also impossible. Of course, some people would do almost anything for money. Portland's mayor has surrounded himself with many of these people.

I think the message this sends to CoP rank and file employees is pretty clear: "Whistleblowers needn't bother reporting anything, but if you do try, you won't be protected."
It's so much more efficient to not have to deal with such nuisances.
