Fireman Randy flips another bird
This time it's at the chief of police in Fairview:
"I haven't heard an explanation of why this needs to be done at this time," says Fairview Police Chief Ken Johnson. "The radio system is working fine."Leonard says the radio system needs to be replaced for the same reason as the 9-1-1 system. Although the users think it is working well, he argues that it is out of date and growing increasingly hard to maintain.
Leonard also defends the management of both projects, saying the users always have the option of not using Portland's services if they are not happy with them.
"How we manage the system is our business. The users are contracting with us for services and they are free to stop contracting with us if they don’t like them," says Leonard.
That kind of attitude is why everybody loves the guy.

Randy is an impressionable adolescent with bully and knee jerk tendencies.
He gets an initial impression about something and figures that's all he needs to know before barking out orders and opinions as if he has mastered the issue.
He's really just a lazy thug who likes feeling important and powerful.
And since he has never faced any consequences for anything he has ever implemented or ran he could care less how anything really works out.
Then again I could be wrong and he is really a thoughtful genius who's misunderstood.

Stick a fork in him, he is so done. He doesn't even care or try to be diplomatic anymore. Unfortunately he still has time to alienate people and break things, leaving others to clean up his mess while he goes off to enjoy his multiple pensions.
I think this story deserved a lot more attention than it got. One of the Portland Water Bureau's wholesale customers will bolt as soon as its contract expires. It isn't a lot of money, but now PWB ratepayers will have to pay more to make up for that lost revenue. Symbolically, though, now two jurisdictions that contract for services from Portland bureaus Randy heads are feeling burned.
Randy acts like Portland remains a bull in the china shop that can dictate terms to suburban governments and utilities. But with most metro job growth now happening in Washington County and most population growth happening in Washington, Clackamas, and Clark Counties, Portland's clout is rapidly diminishing. While it doesn't need to suck up to the suburbs, for its own survival it's going to need to be more cooperative with and solicitous to other governments in the region. Randy doesn't do cooperative or solicitous, so I fear many more bridges will be burned by the time he leaves office.

Yeah, he's completely checked out at this point.
So if contractual users of the system can opt out, does that mean that the taxpayers that pay for the system can opt out too?

Blowing off the contractual users shows his bad judgement. If they opt out we lose their contribution toward paying for the system. If they all opt out, we get to pay for it entirely.
This is what happens when you have someone in an elected position who has never (for all practical purposes) worked in the private sector and definitely never signed the front of a paycheck.
Novick will be the same.

Time to install your rain water collection and purification system and a nice (illegal, but very sanitary) composting toilet or two.
Recover all the gray water and water your "victory garden", and in 6 months or so you will have lots of great compost. Oh SO green, and you are totally off the PWB system.
It would be interesting to try it and see what happens.
