Was it the "close to perfect" new Portland emergency dispatch system that utterly failed in this case?

UPDATE, 9:55 a.m.: Apparently the city hires this function out to a private company, and "only two city agencies are authorized to send the alerts, the emergency management office and the Portland Water Bureau."
