Not exactly the same, but Portland already does have volunteers - there is a Portland reserve police force already.
What's different is that they attend and graduate from the academy, wear uniforms and sidearms, and about the only key difference is that they ride along with current police officers. Yes, they perform other duties, too.
Giving police power to unpaid volunteers is like asking for volunteers to watch a henhouse... you're going to get a lot foxes stepping forward to offer their humble services. Except in this case you can't tell one animal from the other.
Citizens can offer a lot to LE, As eyes and ears, paper work and tech services. If they want something to "look official" carry anything that may look like police issue, want any "athoritah" over other civilians- you are asking for trouble.

We'd have the Bicycle Transportation Terrorist Alliance foaming at the mouth to take over that function.
They'd give out tickets to every automobile for pollution, killing the salmon, urban sprawl, and whoknowswhat made up charges.

Gresham Police Dept. already has volunteers patrolling. It's not a huge leap to them someday actually investigating/interviewing.
