It's all a question of risk. No amount of exposure to ionizing radiation is without risk. If you ingest a radioactive substance and it passes out of your system before the radiation causes cell damage, you're fine; if not, you're not.
I don't recall giving Japanese power companies the right to increase my risk at all.
