Don't know about all this but the lead story in the Big O today was the real deal. If the state did not pad with so many phony jobs, the budget would be smaller. I don't know if they can use the $ for other things, but they are terrified of not having enough FTE to do the work. Make them work in an agency where one person does 2.0 FTE! State workers have no freaking clue! And they have a ton of grant-funded workers too, that did not even come up. The state just has to pay their fringe but that can be substantial.
