Naw, Phil. Cheney leaves his partners alive, so he can giggle as they beg for mercy. It's no fun to shoot people in the face if you can't force them to apologize for it afterwards.

This may explain why he was offed- something to do with a military experiment in Arkansas (remember all the dead birds?)
