Jackson County as well as Multnomah county must have signed up for the "Fabricating Ballots at Home for Political Power and Money the King County Way" webinar.
1. Collect them all unopened in a central location for each county.
2. Don't start counting until all the shuffling is done.
3. Don't release interim results.

Better yet, run them through the machines as is rather than interpret "voter intent."
