Wow. Now that ought to give some trial lawyers a worse name than they already have. But seriously, is there any standing to bring an action about an action that has not yet occurred? And I'm not playing a lawyer on TV with this question.

I think I've heard of this kind of thing before. The defendants are all "John/Jane Does" with actual names to be filled in later. The plaintiff is certain enough that torts will be committed to get the paperwork started in advance. Is this truly a novel idea? Again, I don't think so, but I'm not sure.
What would truly be "Minority Report"-ish would be a suit that names an actual defendant before he/she/it does anything wrong. Perhaps that's coming, but it's apparently not the case here.
