It seems he has some history...
"Frashour .... was previously involved in a May 2006 incident in which he fired a stun gun and another officer shot beanbag rounds at a man who was videotaping officers while they searched for a runaway jaywalker.
The man, Frank Waterhouse, won a $55,000 federal jury verdict last fall stemming from the encounter. "

Time to break out the alcohol-free champagne. Although of course it's possible that any review board recommendation will be ignored, wholesale and forever, in this town.
