PPB is indeed ruled by a bully sub-culture. You have hit the nail on the head. The clearest logical proof is that chain of command is never functional when it matters -- bullies rule ad hoc and the system defends them afterwards. Most glaring proof is the normalization and rationalization of thuggery like the Chasse stomping, Campbell shooting (insert whole long shameful list here) which also gets defended by command afterwards. When the chief of police can look at this whole situation and say, "I don't see what the problem is," you know the culture is completely and totally broken.

Reading this, we really need re-education camps to send all of these people to so they can conform to the expected behavior of the state.
