Its not just the feds.
City of Portland does the same thing.
PBOT is notorious for waging the Oregon Public Records Act against folks seeking data.
And if you really want an exercise in government extortion, ask PPB for something.

Just one more example of what's not in the law that's significant, not what's in the law. There is nothing in the law that says the agency cannot charge for producing documents. The only question is how much one is charged and that's not specified in the law.
