What's suprising about this? Bribery is illegal here in the US(and still happens) but expected if not required in most the rest of the world.

Apparently they're still getting lots of taxpayer money. I seem to recall Obama vowing to cut them loose during the campaign. Another broken promise or a work in progress? I hope the latter. End taxpayer funded mercenaries?
