Three whitewashes aren't enough
Yet another investigation is being scheduled in the senseless police killing of Jim-Jim Chasee in Portland three years ago. This one, paid for by the city auditor, will come on top of the initial whitewashes of this homicide by the county district attorney, the state medical examiner, and the police bureau.
"Griffin-Valade said the outside expert has not been chosen, and that the investigation will focus on the quality of the bureau's internal investigation, including why it took three years to complete. The expert will also examine how bureau's policies affected the officer's actions." Swell.
No, actually, what needs to happen is that the police officer who beat this man to death needs to be removed from the force. Anything short of that is a waste of money. Save it to pay the millions that the Chasse family are going to receive in their lawsuit. God bless them for refusing to be bought off. At least somebody in this town has principles.

The police should be like the Marines...the few, the proud. Those who don't have to stuff to handle the job shouldn't be on the streets.

"Policies"?
The city bureaus don't need to follow "policies". This is because "policies" are not law. This was decided by an Oregon Administrative Law judge in regards to City of Portland personnel policies.
So...The appropriate response is when a bureaucrat starts citing "policy" then it needs to be made clear to the bureaucrat that they are citing useless bull-pucky that nobody in the power structure particularly needs to attend to....unless, of course, it enriches them or their friends and family. Then it becomes important enough for enforcement.
Our elected city officials talk out of both sides of their mouths at the same time. Do not listen to what they say. Do not give credence to their written statements. Watch what it is they actually do.

Knee drops are meant to break ribs causing Pneumothorax and/or hemothorax (internal air leakage and/ or bleeding collapsing the lung).
This is a medical emergency most often leading to death. Diagnosis starts with worsening vital signs- low blood pressure, high pulse rate, shallow gasping breaths. Auscultation (listening with a stethoscope)will show decreased or absent breath sounds. If it is one sided, the trachea (windpipe) will shift over to the affected side.
Breaking ribs on both sides will create a "flail chest," as the diaphragm pulls down to pull in air, the normally ridge chest sucks in and little air movement takes place.
All conditions above are extremely frightening and an agonizing suffocating way to die. The individual, if able, will respond in a "life and death" struggle because the body's sensors indicate it is as the lungs collapse. Adrenalin floods the body, blood is shifted in from the extremity's as an all out fight to live takes place.
Why is this PPD policy?

Rather than a 3rd whitewash, I hope the independent audit is evidence of a wedge between the City and the PPB. Maybe, just maybe, this is a sign the the City isn't going to swallow what the PPB has been spoonfeeding them anymore.

Why pay for another "investigation" when a jury trial in federal court is coming in March? Save the money for the verdict payout; its going to be huge! Adams and Saltzman need to get ahead of this and say the Bureau was wrong, make the changes necessary AND SETTLE this NOW.

This is a fascinating round of recriminations but, to date, nothing substantial has occurred which makes Jim safe to be strange and walk down his street with Nice, Humphreys and Burton on patrol.
The addition of the PR firm, the audit, are just posturing prior to the beginning of PPA union negotiations.
Here are four questions for journalists:
1. Do PPB officers think, as their union steward says, that the Chasse officers are representative of their good works?
2. Will your editor allow you to cover the PPA / City union negotiations?
3. Will you ever ask Mike Schrunk why he hasn't filed charges against the officers himself? He's not a marionette and doesn't need a grand jury to indict.
4. Will anyone ask these guys to turn in their badges voluntarily?
