Leonard's currently busy trying to get some Water Bureau employees police powers and arm them with guns. He tries to leave "hip" issues like the Internet to Mayor Facebook.
Leonard's new city motto is "Portland, The City That's Armed So Don't Even Think of Screwing With Us".

Leonard couldn't get control of the police bureau, so he's trying to start his own little militia at the water bureau. It'll start out with just adding guns, then a little mission creep over a year or two and it will have evolved into a parallel / overlap agency with PPB.
