Except contractors for stadium work in Portland. Those are no-bid jobs, right?

Just deliver a fat envelope discreetly to a council member of your choice, and you'll get tons of city work without the hassle and formality of a silly bid.

It's great to see competition at work. It does give one pause however when the same contractor who previously bid the remodel job at $250K comes back and takes the business for $129K. Who is giving who the business here?
