Front page of the Saturday edition of the Sunday Oregonian will explain this. They had to bail out the company with whom they contracted to make the rail cars.
Maybe TriMet management figured that staggering fuel prices would continue to drive plenty of new riders onto mass transit without the need to give away passes.
Instead, fuel prices are falling through the floor while riders still have to pay the 25 cent increase enacted in September.

Tri-Met went over budget when they gave school kids free passes a couple of months ago.....

Odd that they still have an image of the streetcar on the front of the Chinook Book when it no longer includes any Tri-Met passes.
