Here's a homework assignment for somebody. If they select a firm outside the PDX city limits, the city's rules mandate that the company obtain a city of Portland business license and pay the BIT/BLF on their sales to the city.
If they don't have a city business license, they are not supposed to receive any payments from the city until they do.

I am guessing since they hate business here, it will go the one in Ohio.
