Here's a model that, unlike Portland's failed idea, apparently works. The wi-fi is dedicated to government use, at least for now. There are 1200 nodes, covering 555 square miles, and they cost $5 million.

How much are you suggesting the City of Portland should spend on a city-owned, city-operated public-safety wireless network?

It continually amazes me that a city boasting a rich legacy of public utilities (e.g. the legacy of George W. Joseph and Julius Meier, in the public development of hydropower) would pay so little heed to the city of Glasgow, Kentucky.
