Actually, that is chess champion Garry Kasparov who is being interrupted while making a speech before Russians opposed to Vladimir Putin.
Translation:
Kasparov: 'I think we have to be thankful for the opposition's demonstration of the level of discourse we need to anticipate. Also, apparently most of their arguments are located beneath the belt.'
Someone in the audience: 'Finally the political power shows its face!'
Kasparov: 'Well, if that's its face...'
[Everyone laughs.]
I should clarify that I'm pretty sure the subtitles on the YouTube video a linked to ARE NOT accurate, but they are funny nevertheless. Remember what Steve Martin said, "Comedy is not pretty."
